We currently sit on the precipice of a burgeoning entrepreneurial-driven industry. The question we now face is will we take that next leap? Will Jacksonville allow an environment that is less hostile towards mobile food trucks?
Food trucks represent the type of innovation our community needs to rise above the Great Recession. Food trucks have shown us how business owners can adapt to changing times. Will our laws now change with them? In my opinion our economy and our downtown need them.

Our city needs more jobs. It's no secret that small businesses must lead the way for an economic recovery to take place. ?Small business accounts for roughly half of U.S. labor markets employment. Furthermore, small businesses typically fill niches in the labor market that are underserved and traditionally have high rates of unemployment.
Many food truck operators are disenfranchised former employees who have been laid off due to the crushing economic forces of the Great Recession. Food trucks offer an affordable way to open a small business. More so, they have proven to be incubators for larger expansions of small businesses. In the restaurant industry, nearly half of new businesses will fail. Food trucks offer less risk than a traditional restaurant as the start-up and operating costs are much less than traditional brick-and-mortar locations. There is still inherent risk ?just ask a food truck operator how a week of inclement weather will affect their bottom line. However, the risk of opening these types of businesses is mitigated by the cost structure and flexibility of scheduling. I grew up in a family that was in the restaurant industry and spent many long hours working in kitchens. I?ll never forget being told by former partners that the food industry is somewhere that ?takes money in order to make money?. That kind of advice is daunting to a would-be entrepreneur.

Riverside's Pele's is an example of a brick & mortar business that started as a mobile vendor.

Shouldn't we encourage a level playing field in which someone can open an affordable business and stake out their own pursuit of the American dream? These would-be entrepreneurs deserve an opportunity to forge their own economic destiny. These economic engines don?t require large public subsidies to expand. They don?t even require taxpayer-guaranteed loans. The city simply needs to get out of the way and let these creative and innovative entrepreneurs do what they do best.

Downtown Jacksonville is currently underserved. This will be especially true with the addition of Everbank employees downtown and the opening of the new courthouse. Food trucks can provide temporary uses for the multiple empty lots that currently litter our downtown landscape. Whereas an empty lot is unwelcoming, food trucks stimulate pedestrian activity by activating unused spaces. By improving walkability, you make downtown more desirable both as a residential neighborhood and a place where more companies will want to do business.

In a recent study, 58% of business owners in downtown Portland found food vendors increase foot traffic. More foot traffic adds to the vibrancy of nearby retail stores. It?s no surprise then that big box retailers across the country host food truck events in their parking lots. These enterprising stores have figured out that sales increase commensurate with the increase in foot traffic these mobile vendors bring.

While unproven fears of harming brick and mortar restaurants has created a hostile public agency outlook towards this industry in Jacksonville, cities with downtowns that have achieved a level of vibrancy that we can only dream of locally designate locations for this industry in their cores. ?As a result, more foot traffic is created, opening additional retail and dining opportunities where vacant buildings once stood.

Cities like Boston and Vancouver have designated locations and shifts in which food trucks can operate. ?Licensing designated spots in Hemming Plaza and the open space in front of the new courthouse would not only provide needed revenue, but would also serve to make these public spaces destinations and not pass-throughs.

It will take leadership to modify rules to make this viable for Jacksonville. Strong leaders such as Boston Mayor Thomas Menino and Atlanta City Councilpersons Kwanza Hall and Natalyn Archibons have recently led the charge in their own cities to adapt rules to allow for mobile food vendors to operate. Mayor Bob Buckhorn of Tampa even hosts a monthly food truck event downtown. Even a small city like Sanford, FL recently started to host a food truck bazaar. Are we that far behind Sanford?

While hundreds of foodies enjoy unique local dishes from some of our newest small businesses, Hemming Plaza will continue to sit empty as a redevelopment committee struggles to find solutions that will increase its usage.

City leaders need to see the benefits these pioneering entrepreneurs can contribute to our community. ?This is why Jax Truckies was formed. ?In a city that fashions itself as being business-friendly, why stifle the creativity of entrepreneurs? ?By allowing a favorable environment for food trucks we can allow the kind of innovation that contributes to the sustainable fabric of our entrepreneurial economy. Tim Tebow apparel sales halted in clothing feud

Nike Inc has won a court order blocking rival Reebok International Ltd from selling New York Jets apparel bearing the name of the popular quarterback Tim Tebow, in a battle over licensing rights.

The order issued late Wednesday by U.S. District Judge Kevin Castel prevents Reebok from manufacturing, selling and shipping the alleged unauthorized apparel for the National Football League team and bearing Tebow's name.

It also requires Reebok to offer to buy back such apparel from retailers, and recall the products from shipping channels. The Denver Broncos traded Tebow to the Jets on March 21.

Castel, however, rejected Nike's demand that Reebok destroy any unauthorized Tebow products. The judge set an April 4 hearing to discuss whether the ban should be extended. Nike filed the lawsuit on Tuesday.

Reebok is a unit of Germany's Adidas AG. The company did not immediately respond to requests for comment. Paul Sarkozi, a lawyer for Nike, declined to comment.

According to the complaint, on April 1, Nike will begin an exclusive five-year contract with the NFL to sell uniforms and related apparel for all 32 teams.

Nike also said Reebok has no current agreement to sell Tebow-related Jets products, and that a Reebok merchandising license with the NFL players union expired prior to this month.

It accused Reebok of trying to capitalize on "short-lived intense consumer appetite for such products," and selling products bearing Tebow's name without the player's consent.

Tebow's No. 15 Broncos uniform had been among the NFL's top-selling jerseys before his trade to the Jets.

Apparel sales for a popular player who changes teams customarily soar in the first few days after the change.

Nike's lawsuit does not concern Broncos products bearing Tebow's name and those made before March 1.

A January poll by Walt Disney Co's ESPN rated Tebow the No. 1 favorite active professional athlete in the United States.

The 2007 Heisman Trophy winner, who played for the University of Florida, is also an evangelical Christian who prays on the football field in a pose known as "Tebowing."

He left the Broncos after they signed star quarterback Peyton Manning, who had played for the Indianapolis Colts.

The case is Nike Inc et al v Reebok International Ltd, U.S. District Court, Southern District of New York, No. 12-02275.

Murdoch's media empire strikes back

LONDON (Reuters) - An angry Rupert Murdoch on Thursday declared war against "enemies" who have accused his pay-TV operation of sabotaging its rivals, denouncing them as "toffs and right wingers" stuck in the last century.

Separate reports by the British Broadcasting Corporation and the Australian Financial Review newspaper this week said that News Corp's pay-TV smartcard security unit, NDS, had promoted piracy attacks on rivals, including in the United States.

NDS and News Corp had already denied the claims, but on Thursday the media empire mounted a concerted fight back as a corruption scandal that has plagued its UK newspapers began to encroach on its far more lucrative pay-TV business.

"Seems every competitor and enemy piling on with lies and libels. So bad, easy to hit back hard, which preparing," News Corp Chief Executive Murdoch, 81, tweeted.

News Corp, whose global media interests stretch from movies to newspapers that can make or break political careers, has endured an onslaught of negative press since a phone-hacking scandal at its News of the World tabloid blew up last year.

At its height last July, Murdoch told British parliamentarians: "This is the humblest day of my life," after meeting the family of a murdered schoolgirl whose phone News of the World journalists had hacked.

On Thursday, it appeared that Murdoch had had enough of apologising. "Enemies many different agendas, but worst old toffs and right wingers who still want last century's status quo with their monopolies," he tweeted.

For an avowed republican such as Murdoch, describing someone as an upper class "toff" is a damning insult - although he is now seen by many in Britain as part of the establishment, thanks to his business interests and ties to politicians.

The BBC has a long history of ideological clashes with BSkyB, which is 39 percent owned by News Corp, and both Rupert and his son James Murdoch have publicly attacked the British public service broadcaster over the years.

The Australian Financial Review is owned by Fairfax Media, the main rival to Murdoch's News Ltd newspaper group in Australia.

Richard Levick, a crisis public-relations guru whose clients have included the Catholic church and some Arab governments, said he had sympathy for Murdoch although he would have advised a more measured response.

"We have a saying here: Don't kick a man while he's up - it's too much work. Rupert Murdoch has been down now for three-quarters of a year so he's an easy target. People start to pile on. I sense exhaustion," he told Reuters.

"He's going to back to the old tools here, going on the attack, going for blustery headlines. It's worked for him for 40 years, so why change now? I understand the natural inclination to do that and I have some personal sympathy with him."

In the past week, Murdoch's British newspapers, which had been relatively subdued since the phone-hacking scandal broke out, have also gone back on the offensive, dominating the country's political agenda with some bold moves.

The Sunday Times mounted a old-fashioned sting operation in which reporters posing as international financiers were promised exclusive access to Prime Minister David Cameron in exchange for donations of 250,000 pounds ($400,000) a year.

The article led to the immediate resignation of a senior fundraiser from the ruling Conservative party, forced Cameron to disclose details of people who dined at his private apartment, and sparked a discussion about party funding.

Days earlier, the Sun tabloid hijacked the national debate about the country's 2012 budget by seizing on an obscure tax the government planned to impose on hot pies, seen as a staple of a working-class diet, and offering a free pie to every reader.

A week later, Cameron, his finance minister and the opposition leader were still vying with one another to be seen as the most avid pie-eater, tucking into pasties, pies and sausage rolls at every photo opportunity.

"INACCURATE CLAIMS"

The latest allegations bring the crisis closer to Murdoch's son James, who sits on the board of NDS, which News Corp and co-owner private equity firm Permira agreed to sell for $5 billion to Cisco this month.

The younger Murdoch, who is also chairman and ex-CEO of BSkyB, has been criticised for not uncovering the scale of phone-hacking at the News of the World, though he had not yet joined the UK newspaper operation when the hacking took place.

He has since moved to New York after being promoted within News Corp to deputy chief operating officer, and has severed all ties with the British newspapers. His focus is now the company's international pay-TV operations, where he made his career.

Chase Carey, News Corp's COO and James Murdoch's immediate boss, issued a statement late on Wednesday in which he condemned both the BBC Panorama documentary and other media worldwide that had reported its claims.

"The BBC's Panorama program was a gross misrepresentation of NDS's role as a high quality and leading provider of technology and services to the pay-TV industry, as are many of the other press accounts that have piled on - if not exaggerated - the BBC's inaccurate claims," he wrote.

NDS has complained that it was not asked for its side of the story before Monday's Panorama, which said NDS had leaked secret codes that allowed rampant pirating of BSkyB rival ITV Digital, which went bust in 2002.

On Thursday, NDS's Executive Chairman Abe Peled published a detailed letter to Panorama accusing the documentary of using manipulated emails to support its allegations, and demanding that the programme retract the claims.

The BBC said: "We stand by the Panorama investigation. We have received NDS's correspondence and are aware of News Corp's rejection of Panorama's revelations. However, the emails shown in the programme were not manipulated, as NDS claims, and nothing in the correspondence undermines the evidence presented in the programme."

Also this week, the Australian Financial Review published a story claiming that NDS had allowed piracy to thrive at its client U.S. satellite broadcaster DirecTV, which Murdoch had ambitions to buy, even though it had a fix.

It reported that NDS ran a secret unit in the mid-1990s to sabotage its competitors. The stories were the result of a four-year investigation by investigative reporter Neil Chenoweth, who has written two books about Murdoch.

The AFR's Editor-in-Chief Michael Stutchbury told Reuters on Thursday: "We fully stand by our reports in the paper and by Neil Chenoweth's extraordinary investigation."

"We are not motivated in any way by any desire to damage any financial rival to the company that runs the Financial Review. We are simply following the story and publishing what we have uncovered," he said.

None of the evidence presented by Panorama and the AFR this week suggests that the Murdochs or any other News Corp executives were aware at the alleged practices at NDS.

NDS has won several court cases brought by rivals accusing it of promoting piracy, while others have been dropped - in one case because News Corp bought a subsidiary from the rival, Vivendi, which at the time was struggling with debt.

News Corp made $3.8 billion in revenues and $232 million in operating profit from satellite TV in its last fiscal year. It does not detail financial results for its newspapers but its UK titles bring in less than 3 percent of group profit. ($1 = 0.6309 British pounds)

I might babble to the dear doctor about my happy childhood and tell of the sweet nostalgia that fills me up whenever I visit my out -of -state mother, two or three times a year. Witnessing her joy when she has her complete family in residence defines maternal love to me.

But I wonder, is it our duty to our kids to keep our house exactly as it is for them to return home to, and, someday, to bring their future spouses and children? Just like our parents did?

My widowed mother loves her home of forty-five years, especially when it is filled with her children and grandchildren. But as our time together ends, I wave goodbye to an eighty-five year old woman whose house fits her a bit like an overcoat a size too big. My heart breaks and a have a knot in my throat as we drive away. Back home, I fret about her wellbeing but understand that she has no plans to live anywhere else unless and until her health forces that decision.

My mother-in-law felt the same way throughout her ninety-one years, the last ten of which she also spent alone.

I have loved making our house-into-a?home, along with my husband, and I will be the first one to reach for the Kleenex on the day we move out. What I want, though, is to have a chance to create a second family home, also with my husband, while we are still ?young? (don?t laugh, kids) enough to manage the transition.

So as I wind down my chat with my imaginary therapist, I know I am dealing with guilt, and I appreciate this session.

In the emerging field of nursing informatics, nurses will connect with technology developers to make these systems more user-friendly.

Nurses will also confront the growing costs of health care in America. For example, a major challenge is how to curb the large expenditures for chronic disease patients in hospitals. One proven way is to treat patients before they need a hospital visit. New at-home monitoring programs, where nurses see patients on live webcasts, will soon play a larger role in patient care. Because these emerging tools are at the forefront of more cost-efficient care delivery, nurses who can adapt and implement technology will become sought-after leaders.

Patient behaviors are also evolving in a digitalized world. Patients are using online resources to research and treat their symptoms. Health and wellness are consistently among the most searched-for topics on Google. Nurses will need to double as health technology librarians, directing patients to trustworthy websites and useful applications.

New technology won't preclude traditional care, but it will open up more creative options to teach patients about their health. Nurses will no longer be limited to one-size-fits-all safety pamphlets. Patient education can become more personalized, with hundreds of new medical apps, from glucose monitors to basal body temperature trackers.

Nurses will still need to be culturally wise too. Hospitals are increasingly diverse, cultural melting-pots where nurses work on the front lines of race, religion, and gender. Doctor time is limited, but nurses deliver hour-to-hour care and interact with the families of patients. It requires the ability to listen and understand people from all walks of life.

Nursing has become more complex in ways that couldn't have been imagined a generation ago. Now there's an imperative to be not just a great caregiver but a great innovator too. The demands of health care are calling for a new generation of thinkers who want to be agents of care innovation. It's a profession for the intellectually curious, lifelong learner.

However, as nursing continues to evolve with new hospital structures, fancier gadgets, and political challenges, the heart of the profession stays the same. Whatever the tools and technologies, the job of the nurse will remain caregiver and advocate for the most sick and vulnerable members of our communities.

Great nurses take what they've learned in their formal education -- the key concepts, the research, the policy and societal considerations -- and apply it to make surprising, difficult, life-or-death decisions every day. And that's why nursing education has such a crucial role to play. Getting an advanced nursing degree means preparing yourself for a changing world of possibility. SAN DIEGO, March 27, 2012 Amid concerns about possible terrorist attacks with nuclear materials, and fresh memories of environmental contamination from the 2011 Fukushima Daiichi nuclear disaster in Japan, scientists today described development of a capsule that can be dropped into water, milk, fruit juices and other foods to remove more than a dozen radioactive substances.

In a presentation at the 243^rd National Meeting & Exposition of the American Chemical Society (ACS), the world's largest scientific society, they said the technology could be used on a large scale by food processors or packaged into a small capsule that consumers at the home-kitchen level could pop into beverage containers to make them safe for consumption.

"We repurposed and repackaged for radioactive decontamination of water and beverages a tried-and-true process that originally was developed to mine the oceans for uranium and remove uranium and heavy metals from heavily contaminated water," said Allen Apblett, Ph.D., who led the research team. "The accident at the Fukushima nuclear plant in Japan and ongoing concerns about possible terrorist use of nuclear materials that may contaminate food and water led us to shift the focus of this technology."

The technology also can remove arsenic, lead, cadmium and other heavy metals from water and fruit juices, Apblett said, adding that higher-than-expected levels of some of those metals have been reported in the past in certain juices. He is with Oklahoma State University in Stillwater.

Nanoparticles composed of metal oxides, various metals combined with oxygen, are the key ingredients in the process. The particles, so small that hundreds would fit on the period at the end of this sentence, react with radioactive materials and other unwanted substances and pull them out of solution. The particles can absorb all 15 of the so-called "actinide" chemical elements on the periodic table of the elements, as well as non-actinide radioactive metals (e.g., strontium), lead, arsenic and other non-radioactive elements.

The actinides all are radioactive metals, and they include some of the most dangerous substances associated with nuclear weapons and commercial nuclear power plant accidents like Fukushima. Among them are plutonium, actinium, curium and uranium.

In the simplest packaging of the technology, the metal-oxide nanoparticles would be packed inside a capsule similar to a medicine capsule, and then stirred around in a container of contaminated water or fruit juice. Radioactive metals would exit the liquid and concentrate inside the capsule. The capsule would be removed, leaving the beverage safe for consumption. In laboratory tests, it reduced the concentrations of these metals to levels that could not be detected, Apblett noted.

The technology is moving toward commercialization, with the first uses probably in purifying calcium dietary supplements to remove any traces of lead, cadmium and radiostrontium. Apblett said the capsule version could have appeal beyond protection against terrorist attacks or nuclear accidents, among consumers in areas with heavy metals in their water or food supplies, for instance.

The potential for future nuclear wars and even the contamination of food and water by spent uranium penetrators further delineate the need for technologies to protect animals and the public. We have developed technologies based on nanoparticulate metal oxides that have very high capacity for radionuclides. For example, they can be used to remove radiostrontium from milk. The use of suitably-derivitized nanoporous silicas for this purpose will also be discussed.
