Jeanine Celeste Pang: If Money Can't Buy Love, What Can?

I have this friend.

You know the type: effervescent and bright, like California Sauvignon Blanc. La Princesse Charmante.

For the past 10 years, she has also been the centripetal force that pulls me into strange, enterprising, "what-the-hell-are-we-doing" situations, the stretcher and sifter for that elusive thing called character.

Naturally, said friend has begun a dating blog , a lighthearted, strum-as-we-go expos?. She calls me from Los Angeles to regale me with her latest anthropological experiment, "10-20-30 Dating," claiming she's invented the dating trick equivalent to the liquid diet: skimp on the fat, get results fast.

The 10-20-30 approach begins when you meet a new man. On your first troika of dates, the total amount Prince Charming can spend, collectively, is $10 on the first, $20 on the second and $30 on the third.

"Every lady should go on at least three dates with a guy before she decides if she likes him," she reasons. "This interim gives you time to assess a guy over a range of days, moods and (hopefully) activities. Setting this boundary will compel your guy to delve deeply into his simple, creative and fun side."

A chance to finally make good on the idiom, "a cheap date?" I was surprised this wasn't already trending on Twittersphere, Pinterest boards alight.

When a television producer with a halo of bed head curls and a James Franco-esque grin asked me out, I agreed, slipping the one caveat into a text: "I'm trying this new thing. OK to only spend $10?"

The next night, he picked me up in the East Village, wearing a red hooded sweatshirt and Doc Martens, with 20 bucks to his name. (We decided that Manhattan's standard of living merits the extra boost.)

He told me that he had been racking his brain for activities all day, even asking his buddies for ideas. Creativity is a muscle, I teased. Use it or lose it.

We wandered for a few minutes, until we came upon Cooper Union, a privately funded college in the neighborhood. It's also a tightly-secured building in which meticulously selected, supremely intelligent students are busy drafting for the future (or so I imagine), thus making it a focal point of intrigue. He glanced over at me, eyes glinting. The two of us, well into adulthood, conspired to stroll our way in.

We pushed past the revolving doors, only to be stopped by the security guard seconds in.

"Can I see some I.D.?," he asked, fixating on my 31-year-old date's beard.

"Um, we're here to see our friend Mary upstairs," we said. "She's expecting us."

A few attempts to our imaginary friend later ("Hmm. That's strange, she's not picking up"), and we were back out in the cold.

We meandered into a neighborhood book store, home to 18 miles of books. Stopping in front of a desk of paperback novels, we fell back to a PG version of the game, "Would You Rather?"

Red Hoodie would hold up two contenders at once:

Would you rather a Danielle Steel or a Michael Crichton?

Michael Crichton.

A Michael Crichton or an Evelyn Waugh?

Evelyn Waugh.

We considered purchasing books for one another, but decided it would be too lofty a purchase.

We settled for a $.79 pack of candy cigarettes from the counter and headed outside to smoke some sugar.

The typical first-date cocktail den would be extravagant, so we ducked into a coffee shop. This guy was quite the charmer -- he convinced our waitress to offer us a cute (a.k.a. minuscule) slice of mud pie topped with an even cuter dollop of whip cream, on the house. Over mugs of hot chocolate, we did a cursory round of "Hi, I'm ____" questions. Let it be said, a great date hinges not on the flash, but the connection: We both order Neopolitan shakes off In-N-Out's secret menu; we both were reading David Brooks' The Social Animal; we both loved and loathed Manhattan.

My date took out our remaining cash for the night. Our Jackson had whittled down to $13 dollars. We were hungry, so after a breeze through the video store next door, he took me to a pizza joint hole-in-the-wall, lit by red neon. We ordered one slice of pepperoni pizza and a root beer.

"Just one slice?" asked the man behind the counter.

"Just one," said Red Hoodie. "We're tight on cash."

We watched as the sympathetic man wheeled our slice in half. I have to say, sharing a slice of pizza is incredibly sexy. Plus, you're allowed daintier bites and half the calories.

Only after we had walked out did we realize that they never asked us to pay. It was like fate was smiling down on us, and the zsa zsa zu too.

"You know, we still have some money," he said. Conveniently, his favorite dive bar was just down the street. Moreover, his good friend was the bartender. Two whiskeys, two beers, and four rounds of Neil Young on the juke box later, it was one in the morning.

"How much do we owe you?" my date asked the bartender.

She paused to look at us, two gleefully buzzed kids out on a school night, and said, "How much you got?"

We left our remaining crumpled bills at the bar, and he walked me back to mine, where we ended our five-hour date with the perfect goodnight kiss.

The next day came his follow-up text: "That was the best $20 I've spent on a date, ever. You should write about it."

And so I did.

A new study in Biological Psychiatry reports

Philadelphia, PA, May 31, 2012 Autism is a developmental disorder that affects social and communication skills. Irritability is a symptom of autism that can complicate adjustment at home and other settings, and can manifest itself in aggression, tantrums, and self-injurious behavior. These disruptive behaviors are frequently observed in children with autism, which may considerably affect their ability to function at home or in school.

N-acetylcysteine (NAC) is approved by the US Food and Drug Administration for the treatment of acetaminophen (Tylenol) overdoses, but it may have other applications related to its effects in the brain. NAC helps maintain and restore glutathione, which play a key role in the antioxidant defense system. Additionally, cysteine as supplied by NAC treatment, stimulates a protein, the cystine-glutamate antiporter, resulting in the decrease of glutamatergic neurotransmission. NAC has two resulting effects: 1) it may protect brain cells by raising the level of a protective antioxidant metabolite called glutathione, and 2) it may reduce the excitability of the glutamate system by stimulating inhibitory receptors.

These drug actions are important because, although the causes of autism are unknown, it is clear that there are many influencing factors and scientists are pursuing multiple hypotheses. Two in particular relate to NAC: one theory is that autism may be caused by an imbalance between oxidants and antioxidants in the body; the other is that the glutamate system may be dysfunctional in individuals with autism.

These hypotheses led researchers at Stanford University and the Cleveland Clinic to conduct a pilot trial of NAC in children with autistic disorder. Children were randomized to receive either NAC or placebo daily for 12 weeks and their symptoms were evaluated four times during that period.

They found that irritability was significantly decreased in the children who received NAC. In addition, NAC was well-tolerated and caused minimal side effects.

Lead author Dr. Antonio Hardan commented, "Data from this preliminary trial suggest that NAC has the potential to be helpful in targeting irritability in children with autism. It is also unclear if NAC improves other symptom domains in autism."

"At this point it is too early to tell how NAC reduced irritability in autism, but this finding will be an important addition to the field if it can be replicated," said Dr. John Krystal, Editor of Biological Psychiatry, where the study is being published.

Dr. Hardan agreed, adding that "large randomized controlled trials are needed to attempt to replicate the findings from this pilot trial and to determine whether or not NAC is effective in targeting other symptoms observed in autism such as repetitive and restricted interests." This small pilot study was the first step and so the next stages of work can now begin to determine whether NAC could potentially become an approved treatment for autism.

5 Social Marketing Beliefs That Can Hinder Your Online Business ...

Having regrets is a part of life. There are lots of things that we can all think of that we wish we did sooner than later. One such regret for me is all about social media marketing. Like a lot of other Internet marketers who?ve been in the industry since the Internet Pleistocene, I was skeptical when MySpace, Facebook and Twitter started getting hot. Back then, it was easy to dismiss social media as some online timesink for bored teens who didn?t have much to do. Man, did I ever get that one wrong.

Just a few years after these sites went live, they?ve become some of the most visited sites on the Web. As we all know, wherever traffic piles up, opportunities to market are sure to follow. That?s when I realized that I should have been more open to the idea of marketing my brand on social networking sites before literally everyone and their moms beat me to the punch.

These days, I?m proud to say that I have no more ignorance about the power of social marketing. Still, I see a lot of online businesses out there trying to carve a name for themselves in their respective niches without really trying to make their brand social. While it was possible to succeed in the past with just SEO, PPC and email marketing, ignoring social media these days is like trying to run a marathon wearing a spacesuit ? things can be a lot easier if you were doing things right.

If you?re still on the fence about investing your time, efforts and resources on establishing a viable social media marketing presence, this post is for you. I?ve listed down some of the most notorious beliefs that are limiting your online business success and why you should stop subscribing to them. Here we go:

1. My line of business isn?t appropriate for social media ? It happens especially when you come from a traditional marketing background: you have the impression that Facebook and Twitter are very candid environments where younger people flock to have fun and socialize. You then second-guess how appropriate your seemingly ?serious? products are and you end up deciding that social networks aren?t really the best places to sell your wares. A lot of people tend to have this mindset and as a result, they sell themselves short of the benefits that social marketing can bring.

Cuzin, let me tell you something: no matter how cool or boring a product or a brand is, they all have one thing in common: they?re all born of human ingenuity, creativity and hard work. Each product made and each company built are triumphs in their own respective ways and that means each one has a story to tell.

Telling stories, of course, is a very human thing to do. At the end of the day, social networks are all about exactly that: being human in the Interwebs. Remember the stories that your brand can tell and let people know about them in your social media channels. Even if you?re selling garbage cans or paper towels, I?m sure there?s a cool story or two that people will gravitate to. This helps you increase brand awareness, engagement and loyalty ? intangible factors that helped build the world?s most successful enterprises both online and offline.

2. My target audience isn?t on social media ? This is a belief that I hear a lot about from business-to-business (B2B) marketers. Their conviction seems to hang on the premise that they?re selling stuff to businesses and not to actual customers; corporations don?t log on to Facebook and Twitter, so in their minds, it?s probably not worth their time.

Not really. I get the fact that when you?re in the B2B marketplace, you?re selling your products to companies like yours, but keep in mind that buying decisions are still made by PEOPLE and most people who use the Internet these days have AT LEAST one active social media profile that can be exposed to your efforts. Ultimately, even if you?re selling to businesses, a good social media presence allows you to reach out to people that guide companies which buy your goods.

3. I?d rather focus on other marketing media ? It?s a standard practice for companies to pour in thousands, tens of thousands or even hundreds of thousands of dollars on their online marketing campaigns. The standard spending list usually has a large allocation of cash and manpower for SEO, PPC and banner advertising. Social media marketing often ranks as one of the least-prioritized areas when it comes to the distribution of resources because business decision-makers feel that the more visible and measurable traction comes from other promotional avenues.

Thing is, why do you think mega corporations such as Coca-Cola, Microsoft, Corning and a host of others are building entire DEPARTMENTS of social media specialists who are working day in and day out to execute their social marketing strategies? It?s pretty plain to see: they?ve seen what social media can do, what kind of potential it still has and how it can help them in the long run to stay dominant in their respective industries. Social media not only creates positive awareness and a place where you can interact with your prospects: it also serves as a big time synergy for your other media campaigns.

Take for instance the case of SEO: Google and other search engines are well aware that social media is a prime mover and shaker of what goes around on the web. They also view social media as a prime signal of what?s popular and what?s not. In this light, search engines have openly admitted that social signals are now part of how they calculate their keyword rankings and what appears in their search results. In short, doing a good job in social media gives your SEO campaign a huge boost.

Banner ads and PPC ads also benefit from the awareness and familiarity that good social media campaigns bring to the table. Being familiar to a brand or product makes your target customers less hesitant to click on ads that point to your landing pages. This improves your click-through rates and increases both traffic and conversions. Remember, it takes at least seven exposures to an advertising message before the average consumer really starts to make a decision on whether to buy from you or not. Adding social media to that mix of exposures helps you convert better in the bigger picture.

4. I just need to post, like and comment, right? ? Uh, not really. Simply putting up a page and randomly posting stuff isn?t what I?d call a social marketing strategy. For starters, you need to understand that your social media profiles are extensions of your official website outside of its domain. Therefore, you should treat it with as much commitment and responsibility as you would your own webpages. Make your design close to your official sites?, upload your logo, post a link to your home page in the contact information and display other details that will let your crowd know that you?re running a legit business.

More importantly, make your profiles a hub that will keep your audience?s interest levels high. Share photos, videos, announcements and even useful tips and messages that your prospects can draw value from. You may want to keep things professional in your social media pages, but be friendly and approachable, too. You?ll want your audience to be able to voice out their thoughts about you and your brand so you can engage them and help them out if they need anything. These may look like simple things, but they go a long way in galvanizing a dynamic relationship between you and your desired customers.

5. Social media traffic is low-quality traffic ? Some marketers like to believe that social media click-through traffic is low-quality, unmotivated and hard-to-convert. They feel that Facebook is not a place where people buy, but a place where people come in to get social and interact with their friends. While I think that this argument is a legitimate one, I?m a big fan of testing things before I declare them as gospel truth. In the case of social media traffic, I was SHOCKED with what I saw from my traffic analysis reports.

It showed that the clicks I got from Facebook, Twitter and other social networking sites were among the purest, highest-quality visits that my blog has benn receiving. In fact, of the thousands of visits that I get from social media each month, none of them have bounced off my pages. If you?re not familiar with the jargon, a bounce happens when a visitor enters your website, lands on a page, then exits without checking your other pages. Google Analytics showed me that my social media visit portfolio had a bounce rate of 0%, meaning everyone who was driven to my site by social media clicked on a link and went on to read other content. As you probably know, a low bounce rate is a hallmark of a good degree of user engagement and having engageged visitors means you?ll have an easier time getting them to heed your calls to action when it?s time to get some conversions going.

Essentially, what this proves is that social media is an excellent place to distribute your content. People who click on the links that you share often carry a good amount of interest in them because they?re familiar with who you are and they have a nice degree of trust for your brand. More than anything else, these qualities matter the most when leveraged for commercial purposes.

Ho-kay, cuzins, these five beliefs are the biggest offenders when it comes to misleading marketers from the goldmine that is social marketing. If you?re hanging on to any of them, it?s time to wake up and smell the coffee. Social media is here to stay and it can be your best platform for making your mark in your niche of choice.

Potential teacher shortage developing in California's public schools

California could be facing a teacher shortage in the coming years if it doesn't find a way to attract fresh recruits to replace a wave of baby boomers set to retire soon, educational scholars say.

California's teaching population is growing increasingly old, even as fewer young people choose to enter the profession, according to the report, "The Status of the Teaching Profession 2011" by the Center for the Future of Teaching and Learning at WestEd, a Sacramento-based research institute.

Between 2001 and 2010, the number of annual retirements among the state's teachers nearly doubled from about 8,700 to 15,500. And the problem is no different locally.

"We know a lot of the San Gabriel Valley and Inland Empire housing boom occurred in the `70s and `80s," said Peggy Kelly, dean of the College of Education and Integrative Studies at Cal Poly Pomona. "When you kind of do the math on that, you know that the staff of those schools graduated in the late `60s, `70s, and early 80s. They're up there in age."

At the same time, the number of people entering the teaching profession is dropping off.

In 2001, first- and second-year teachers made up 15 percent of the state's teaching pool, according to the report by the CFTL. By 2011, that number had fallen to 5 percent.

Perhaps even more telling is the fact that the number of students enrolling in teacher-preparation programs fell from about 77,000 in 2001 to 36,500 in 2010.

"We in teacher prep

have seen an enormous drop in enrollment," Kelly said.

Michael Drange, president of the Garvey Educators Association, said the state's constant budget problems may be discouraging young people from becoming teachers.

Each spring, school districts statewide go through a process of pink-slipping, or laying off, their teachers as a precautionary measure to ensure they can meet their budget for the next year. Because pink slips are handed out based on seniority, it is the newest teachers who are laid off first, though some are rehired before the fall if districts have the money.

"We have had a lot of layoffs here in our district," Drange said. "There are some young teachers that have been laid off several years in a row."

Drange said some of those teachers can't find work in another school district and end up leaving education altogether.

"The thing is once you get laid off, there's no other work to be found," Drange said.

The report also implicates tightening state and federal education standards for making it more difficult to enter the profession.

Whereas in the past, districts were willing to hire teachers with partial credentials, the federal No Child Left Behind Act has made that less likely, the report says.

Mike Sullivan, who has spent nearly 30 years working for school districts around the San Gabriel Valley and now works part-time as a substitute teacher, said increased regulations and red tape can be very frustrating for new teachers.

"In the old days you could get a lifetime credential and you were done," Sullivan said. "Now it's a five-year credential that has to be renewed. Not only that, you have to take so many tests."

Districts prepare

Both Kelly and Holly Jacobson, director of the CFTL, said school districts need to begin preparing for for a teacher shortage, even if tight finances prevent them from doing much hiring right now.

"One-hundred-thousand elementary kids are expected to arrive in the next five years," Jacobson said. "I think they need to be tracking their data really closely."

Kelly said Cal Poly Pomona has begun discussing partnership possibilities with local school districts, so graduating college students will be able to make a seamless transition into the workforce.

"The forward-thinking districts are beginning to prepare and that's where these partnerships come in," Kelly said. "We don't want a replay of 2001-2002. They were taking any warm body that walked in. That's not good for kids because you're training people on the fly."

Debbie Kaplan, superintendent of West Covina Unified, said her district hasn't yet experienced a shortage in teachers, but she is concerned about that possibility.

"It does scare me as an educator," Kaplan said. "The stakes are really high."

But Richard Martinez, superintendent of Pomona Unified, didn't seem to think his district would face a critical shortage of teachers any time soon.

Martinez said Pomona Unified is keeping careful track of its potential retirees, so it won't be caught off guard.

"I don't know if we're going to have that massive exodus of teachers in the near future," Martinez said.

And he said there are a large number of laid-off teachers eagerly waiting for jobs. He said when the district posts a job opening, it often gets as many as 300 applications.

Jacobson said that might be true now, but she cautioned districts against assuming those same people clamoring for teaching jobs now will still be there in a few years.

"Right now you probably have a lot of freshly laid off people," Jacobson said. "Five years from now is that pool still a viable pool of candidates?"

US expels Syria diplomat over Houla massacre

A Syrian governmental crackdown is escalating prompting UN peace broker Kofi Annan to speak out and longtime Syrian ally Russia to criticize the regime. NBC's Richard Engel reports.

By Alastair Jamieson, msnbc.com and NBC News

Updated at 10:25 a.m. ET: The United States and a string of other nations expelled Syrian diplomats Tuesday, in?response to a United Nations announcement that most of the 108 victims of the Houla violence had been executed.

The State Department said it had?decided to expel Charge d'Affaires Zuheir Jabbour from the U.S., an action mirrored by?Australia, Canada, Spain, the United Kingdom, Italy, France, and Germany. ?

"We hold the Syrian government responsible for this slaughter of innocent lives," a spokesman for the department said.

Images of bloodied, young bodies laid out in a shallow grave after Friday's onslaught triggered shock around the world and underlined the failure of a six-week-old U.N. cease-fire plan to stop the violence.

The U.N. High Commissioner for Human Rights earlier said its monitors found that fewer than 20 of the victims died from artillery fire. It was first thought the majority of the deaths were caused by artillery fire.

Syrian authorities had blamed "terrorists" for the massacre, among the worst carnage in the 14-month-old uprising against Assad, which has cost about 10,000 lives.

Clinton condemns Syria massacre: Assad's 'rule by murder' must end

Rupert Colville, spokesman for the UNHCR, told the journalists in Geneva that initial investigations suggest fewer than 20 of the victims in the village of Taldou, near Houla, were killed by artillery or tank fire.

"Most of the rest of the victims in Taldou," he told the BBC, "were summarily executed in two separate incidents."

Most of the victims were shot at close range. "At this point it looks like entire families were shot in their houses," Colville was quoted as saying by The Telegraph.

He said the conclusions of the U.N. monitors are corroborated by other sources, and that witnesses blamed pro-government militias for the attacks.

The findings came as UN-Arab League envoy Kofi Annan was meeting President Bashar Assad in Damascus on Tuesday.

UN Security Council condemns Syria massacre that left more than 100 dead

U.S. officials say that dozens of people, including children, were killed by Syrian government forces in the central town of Houla. NBC's Richard Engel reports. Warning: Some of the images are disturbing.

The U.N. Security Council on Sunday unanimously condemned the Syrian government for heavy-weapons attacks on Houla.

"The Security Council condemned in the strongest possible terms the killings, confirmed by United Nations observers, of dozens of men, women and children and the wounding of hundreds more in the village of (Houla), near Homs, in attacks that involved a series of government artillery and tank shellings on a residential neighborhood," a non-binding statement said.

U.S. Secretary of State Hillary Clinton demanded that those who carried out the killings be held to account.

"The United States will work with the international community to intensify our pressure on Assad and his cronies, whose rule by murder and fear must come to an end," she said.

The Associated Press contributed to this report.

Intellectual Property Law ? hot news

Legal systems are not equal or always similar in every country/territory in the world. However, all legal systems provide protection for any movable or immovable property legally acquired and owned by individuals and legal persons in that particular country/territory. On the other hand, ?Property? in its general meaning is tangible. In contrast to real property, Intellectual Property is NOT tangible because it is not a product of human dexterity but of human intellect. Therefore it is said that?it is a fruit of human intellect?. In the process of the development of the world as it stands today, the human mind: the intellect played the major role which nobody can deny. Therefore every country has given a prominent place to this special branch of Law for the sake of economic development.Although it is a fact that the power of thinking or the Power of mind cannot be stolen by a powerful third party, it is equally true that ? Intellectual Property Rights ? are being infringed all over the globe. is the branch of Law that provides protection for this valuable result of human endeavor. is the frame work within which the Intellectual Property Rights are currently protected within each country which is a member state of World Intellectual Property organization (WIPO) and a party for the International Treaties/Agreements such as (PCT)Patent Co-operation Treaty, TRIPS Agreement and Berne convention.Intellectual Property is classified under several Headings in the Act, ie: Copy right and related rights, Industrial Designs, Patents, Marks & Trade Marks, Collective marks, Certification Marks, Trade Names and Layout Designs of Integrated Circuits to be given the protection of Law. The National Intellectual Property Office of each country is the ONLY Government body established for the full control of IP related matters including Registration and Administration of Industrial Designs, Patents, Marks and any other matter as provided by law.Any non-resident individual or legal entity incorporated outside country may register their IP rights in other country through an Attorney/Agent Registered in the National Intellectual Property Office because the Office needs a local Postal Address for correspondence.Copyright : includes all creative and artistic works such as books, movies, music, paintings, photographs, folk lore, sound recordings and computer programs etc, etc which need NO registration under the Act but protected automatically by operation of Law. Industrial Design : Legal protection for an Industrial design expires on completion of FIVE years since its application for registration and can be renewed TWO consecutive periods in accordance with the Law. However the renewal fee should be paid within SIX months before the expiration of the registration but there is a grace period of six months to pay such fees even after the expiration of earlier registration and if so, a surcharge may have to be paid.If any applicant wishes to avail priority for an Industrial design for which he had filed an application in a convention country within a six months from the date he files application in country can make a request for priority by furnishing a copy of the earlier application duly certified by the appropriate authority where the earlier application is filed.Patents: Patents are granted for inventions with exclusive rights for a period of 20 years in accordance with the Laws provided by the Intellectual Property Act mentioned above. Invention according to the Act is, ?an idea of an inventor which permits in practice the solution to a specific problem in the field of technology?. An invention is patentable,? if it is new, involves an inventive step and is industrially applicable? but at the same time the Act does not make provisions for every invention to be patentable. The general requisites for a patent application are : a request for grant of a patent with the name and address of the applicant, Description of the invention, Claims, Drawings (if any), abstract , details of the previous foreign application if any along with the search report( if priority is claimed) etc, and the Power of attorney in favor of the Attorney /Agent who represent the applicant in country.Trade Marks : Mark generally means ? a visible sign which is capable of distinguishing the goods or services of different enterprises?. A mark may consists of a word, a symbol, a device, letters, numerals, a name, surname or geographical name, a combination or arrangement of colors and shapes of goods or containers etc. The visible sign must always be capable of distinguishing the goods or services of different enterprises. 'Men in Black III' tops 'Avengers' at box office

Will Smith and Tommy Lee Jones in "Men in Black 3."

E a briga continua?

Socato ? Blog Archive ? Uganda: Early Childhood Education Is a Right

Posted: May 28th, 2012 | Author: admin | Filed under: International News | Comments Off

Since all children are rights bearers, they have a right to education and parents should ensure to deliver this right.

Research made by UNICEF quotes the African Charter, which states that the family should be accorded the necessary protection and assistance so that it can fully assume its responsibilities within the community, one of which is the growth and well-being of children.

Article 5 indicates the imperative to respect the responsibilities, rights and duties of parents and the extended family or community as provided for by local custom and legal guardians to provide, appropriate direction and guidance while promoting child rights as recognised in the present Convention.

Article 18 affirms that parents or legal guardians have the primary responsibility for promoting children?s development and well-being. The article specifies that both parents have a common responsibility in this regard. It notes that States Parties shall render appropriate assistance to parents and legal guardians in the performance of their child-rearing responsibilities and shall ensure the development of institutions, facilities and services for the care of children. Children of working parents have the right to benefit from child care services and facilities for which they are eligible.

The right to health in Article 24 also reflects the need for appropriate measures to ensure that all segments of society, in particular parents and children, are informed and supported in the use of basic knowledge of child health and nutrition, the advantages of breastfeeding, hygiene and environmental sanitation and the prevention of domestic and other accidents.

Effective and appropriate measures should be taken with a view to abolishing traditional practices prejudicial to the health of children. Article 27 concerns the right of every child to a standard of living adequate for the child?s physical, mental, spiritual, moral and social development.

The article indicates that States Parties, in accordance with national conditions and within their means, should take appropriate measures to assist parents and others responsible for children, to implement this right. In case of need, material assistance and support programmes should be provided, particularly with regard to nutrition, clothing and housing.

Article 25 urges member countries to pay attention to children; put in different placements for purposes of their care, protection, and treatment of their health. Countries are required to come up with regulations to safeguard and govern this right.

Article 29 talks about the need to respect a child?s cultural identity, language, and values and preparation of the child for a responsible life. Basically this article points out the need to help the child to acquire appropriate life skills and foundations for learning and later life.

The Charter on the rights and welfare addresses issues relating to the role of parents or the family in respect of the welfare of the child.

Article 9 relates to the parents? or the guardians? role in respect of guidance and direction in the exercise of these rights regarding freedom of thought, conscience and religion. It also emphasises free participation in play, rest, leisure and recreational activities appropriate to the age of the child.

Parental responsibilities should be carried out in the best interests of the child, including development, discipline, material assistance, care services and facilities while parents are at work. There is an undertaking to give parents material assistance and support programmes, including child rearing, nutrition, health, education, clothing and housing, and to assist parents and others responsible for the child in the performance of child rearing.

International commitments

Early Childhood Development (ECD) is both a right and a major contributor to development and poverty reduction. International commitment to early childhood is growing and has been underlined by a number of frameworks and conventions to which Uganda adheres. These include:

The 1989 Convention on the Rights of the Child, which focuses on guaranteeing the rights of young children to survive, develop and be protected.

The 1990 World Declaration on Education for All which states that learning begins at birth and encourages the implementation of ECD.

The World Education Forum, Dakar 2000, which reaffirmed the importance of ECD in reaching basic education goals.

The UN Special Session on Children, 2002.

The Dakar Framework for Action adopted by the World Education Forum, which commits signatory nations ? of which Uganda is one ? to attain the goals pertaining to the child with emphasis on expanding and improving comprehensive early childhood care and education especially for the most vulnerable and disadvantaged children.

The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) ratified in 1981, has several provisions which apply to the state?s role in respect of ECD. For example, in Article 5 it advocates family education which includes a proper understanding of maternity as a social function and the recognition of the common responsibility of men and women in the upbringing and development of their children.

The Millennium Development Goals do not make explicit mention of the family though their achievement requires that interventions target families and communities in their strategies to eradicate extreme poverty and hunger, reduce child mortality, combat HIV and AIDS, malaria and other diseases, and achieve Universal Primary Education.

The Education for All (EFA) goal of ?Expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children,? has particular implications for extending interventions to those children not catered for in institutional programmes.

Improving all aspects of the quality of education and ensuring excellence of all so that recognised and measurable learning outcomes are achieved by all, especially in literacy, numeracy and essential life skills? can be seen as requiring family and community participation.
