Hostage suspect was loner, missed court appearance - U.S. News

By Matthew DeLuca, Staff Writer, NBC News

The Alabama man who is suspected of taking a young boy hostage had only lived in the area a few years and kept to himself, according to neighbors and officials.

Sources close to the investigation in the Dale County Sheriff's Office identified the suspect to NBC News as Jimmy Lee Dykes, age 65.

Police in the small town of Midland City, Ala. scrambled Tuesday afternoon after a gunman shot a local school bus driver and took a boy, age 5 or 6, hostage.

Local NBC station WSFA reported on Wednesday that the suspect was talking to police through a PVC pipe from an underground bunker where the man kept the boy captive overnight.

But before the dramatic events of the past two days, neighbors were worried about Jimmy Lee Dykes.

Dykes missed a bench hearing on a misdemeanor charge of menacing at 9 a.m. Wednesday, Dale County Court Circuit Clerk Delores Woodham told NBC News.

That charge is related to an allegation by a James E. Davis, Jr., who said that on Dec. 10 Dykes threatened him with a pistol and then fired at Davis? truck as he pulled away, according to a document filed in Dale County District Court on Dec. 26, 2012,

The sources close to the investigation told NBC News that police did not know if the missed court appearance had anything to do with Dykes' motive.

Deputies from the county sheriff?s office had arrested Dykes on the charge of menacing. He was placed in Dale County Jail on Dec. 22 and bond was set at $500, according to the documents. No employment was listed on the documents. Dykes was bonded out that same day by D&D Bonding Co., Woodham said.

Neighbor Danny Dean, 57, said that he saw Dykes working in his yard most of the time.

?He's always got a shovel,? said Dean, who had lived in the neighborhood for about twelve years. ?He loved to shovel for some damn reason.?

Dean said that Dykes only moved into the area about a year and a half ago. A property tax clerk for Dale County confirmed that Dykes has paid his taxes on his 1.5 acre property on time for the past two years.

Boy held hostage in bunker after being snatched from school bus

Dean, whose property is about three-tenths of a mile from Dykes? home, said that he did not know the man well, but that no one else seemed to, either.

?He just works in the yard constantly,? Dean said of Dykes, who dug his own driveway. ?As far as passing, he?s always been a friendly fellow.?

Another neighbor, Claudia Davis, told the Associated Press that she had seen a darker side of Dykes.

?Before this happened, I would see him at several places and he would just stare a hole through me,? Davis, 54, told the AP. ?On Monday I saw him at a laundry mat and he seen me when I was getting in my truck, and he just stared and stared at me.?

Tim Byrd, a chief investigator with the Dale County Sheriff?s Office, told the Southern Poverty Law Center?s Hatewatch that Dykes was a ?survivalist? with ?anti-American? views.

?His friends and his neighbors stated that he did not trust the government, that he was a Vietnam vet, and that he had PTSD,? Byrd told the SPLC. ?He was standoffish, didn?t socialize or have any contact with anybody.?

?He?s the type that thinks the government?s out to get him,? neighbor Michael Creel told local paper the Dothan Eagle. ?He?s not right in the head.?

Another man who said he lives near Dykes told the AP that the man had once threatened his children after Smith?s dogs went on to Dykes? property. Smith told the AP that his son and daughter were on the school bus during the shooting in Midland City on Tuesday.

?He?s very paranoid,? Smith told the AP. ?He goes around in his yard at night with a flashlight and a shotgun.?

Eva Syples, a clerk for the Dale County Probate Office, said she has lived in the area since 1968 and the small town has never seen anything like the situation that developed Tuesday. She said most people just stop at the fresh fruit and vegetable stands and barbecue joints that dot Highway 231 on their way by the town to Montgomery or the beaches of Panama City, Florida.

It?s the kind of small town where people extend an unasked for hand, Syples said: ?They have true southern hospitality down here. We go above and beyond to help your neighbor.?

The owner of one of those nearby barbecue stands, Charlie Webb, said his restaurant sits on Highway 231 about 300 yards from the property where law enforcement converged on Tuesday afternoon.

?Most people just pulled up in the parking lot wanting to know what was going on,? Webb, 59, said of the people that pulled into his Webb?s 231 Bar-B-Q last night to watch the police lights. ?They?re all just pretty shocked.?

Use of tax havens by U.S. global companies on the rise: report

WASHINGTON (Reuters) - U.S.-based global companies are increasingly shifting profits into tax havens like Bermuda and Switzerland, a government report said, a finding likely to fuel debate over the taxes corporations pay and their flexibility in locating profits.

The Congressional Research Service analyzed profit data from multinational companies and compared reported profits and other business activity in lower-tax jurisdictions versus higher-tax countries like the United Kingdom and Canada.

Among the findings: American multinational companies reported 43 percent of their overseas profits in the tax havens studied - Bermuda, Ireland, Luxembourg, the Netherlands, and Switzerland - in 2008, the most recent year data was available.

At the same time, these same companies hired only 4 percent of their foreign workforce and made just 7 percent of their foreign investments in these same countries.

"By all indicators examined in this report, profit shifting has generally trended upward over time," the report, dated January 18 said.

The analysis found this trend increasing since 1999.

CRS, a nonpartisan research arm of Congress used by lawmakers, analyzed data compiled by the Bureau of Economic Analysis, a unit of the Commerce Department that collects economic data from non-financial companies with foreign affiliates.

U.S.-based corporations have griped for years about paying what is now the steepest corporate tax rate among all industrialized countries. At the same time, U.S. companies do tend to enjoy more generous tax breaks, including deductions and various loopholes.

To address this, President Barack Obama and Republicans alike advocate trimming the top 35 percent corporate tax rate, while scrubbing the code of favored tax breaks.

Most Republicans back moving to a 25 percent tax rate, while Obama has called for a 28 percent top corporate rate.

TAX HAVEN OR REASONABLE RESPONSE?

The consumer group Citizens for Tax Justice said the report proves that companies are manipulating their financial reporting to avoid U.S. tax.

The report acknowledged that the high U.S. tax rate gives an incentive for companies to move profits abroad.

"If companies did not respond to tax rates that would be surprising," said Will McBride, an economist with the Tax Foundation, which backs lower business tax rates.

But McBride took issue with the report's assumption that cutting the corporate rate would hurt tax revenue, arguing that the right tax rate would generate additional revenue, offsetting that effect.

Academic gains, improved teacher relationships found among high risk kids in Head Start

BEND, Ore. ? A new study by Oregon State University researchers finds that Head Start can make a positive impact in the lives of some of its highest risk children, both academically and behaviorally.

Published in the current issue of the Journal of Applied Developmental Psychology, the study sheds light on how Head Start has helped children living in non-parental care, or living with someone who is not a parent or step-parent by biology or adoption.

"These children tend to have unstable home lives, sometimes transitioning between different relatives, living with their grandma one month, and later with an aunt or other family member," said lead author Shannon Lipscomb, an assistant professor of human development and family sciences at OSU-Cascades.

"These are kids who face heightened risk factors even beyond those of other children living in poverty. They are more similar to what we find in kids in child welfare. They have a lot of challenges in their lives, and the stresses of that can cause behavioral and development issues."

The researchers obtained data from the Head Start Impact Study, a nationally representative sample of Head Start programs and families commissioned by the federal government. Head Start provides comprehensive early child development services to low-income children and their families. That original study, published in 2010, looked at the general population of children attending Head Start programs, but did not examine impacts for children living in non-parental care.

Shannon Lipscomb, Oregon State University-Cascades, is an assistant professor of human development and family sciences.

"Children in non-parental care showed more problems with academics, behavior, and a wide variety of risk factors at the beginning of the study," Lipscomb said. "In addition, Head Start is designed as a wrap-around program, which links child, teacher, and parent. So we wanted to know if this model even works for kids who don't have a traditional family, and may have different caregivers at any given time."

The researchers found that Head Start appears to be as beneficial for this group of children as it is for the general population of children living in poverty who attend the program. Analyzing the data on 253 children in non-parental care, they found the program had short-term positive impacts on school readiness, particularly in regards to early academic skills, positive teacher-child relationships, and a reduction in behavior problems.

"Our findings show Head Start is at least as effective for this very high risk group as prior studies have shown that it is for other children," Lipscomb said. "The impact we saw was modest, not huge, but statistically significant. We think the positive impact on child-teacher relationships is especially important."

Lipscomb said this was a new finding; prior analysis of Head Start's impacts on children who live with their parents haven't found this effect.

Lipscomb is an expert on early childhood development, with an emphasis on preschool and early child care experiences, and how those early social experiences help kids prepare for success in life. Her work focuses on children from at-risk backgrounds.

"Children in non-parental care tend to struggle with socio-emotional development, likely due to the risk factors they experience such as transitioning between homes, special needs, and behavioral problems," she said. "Perhaps as a result of Head Start's whole-child focus and standards for teacher qualifications, their teachers may be more effective than caregivers in other types of programs in establishing positive relationships with children who have high needs."

China sentences two Tibetans for "inciting" self-immolations

BEIJING (Reuters) - A court in China has handed down heavy sentences to a Tibetan monk and his nephew for inciting eight people to set themselves on fire in anti-Chinese protests, media said on Thursday, the first time punishment has been meted out over such protests.

Nearly 100 Tibetans have set themselves on fire to protest against Chinese rule since 2009, with most of them dying from their injuries.

Lorang Konchok, 40, was sentenced to death with a two-year reprieve in the Aba prefecture in Sichuan province, while his nephew, Losang Tsering, 31, was sentenced to 10 years in prison, the Xinhua state news agency said.

In practice, a death sentence with a two-year reprieve is commuted to life imprisonment or reduced to a fixed-term later.

"The two incited and coerced eight people to self-immolate, resulting in three deaths," Xinhua said, citing the Intermediate People's Court in Aba prefecture.

Last December, Xinhua reported that Lorang Konchok, who was detained with his nephew in August, confessed to police that he had followed instructions from exiled Tibetan spiritual leader the Dalai Lama and his followers.

Lorang Konchok and his nephew passed on information about each self-immolation, including photographs, to overseas contacts belonging to a Tibetan independence organisation with mobile telephones, Xinhua said.

China has repeatedly denounced the Dalai Lama and exiled Tibetan groups for fomenting the self-immolations.

Beijing considers Nobel peace laureate the Dalai Lama, who fled from China in 1959 after an abortive uprising against Chinese rule, a separatist. The Dalai Lama says he is merely seeking greater autonomy for his Himalayan homeland.

He has called on China to investigate the self-immolations. He has said he is not encouraging them has called them "understandable".

China has defended its iron-fisted rule in Tibet, saying the remote region suffered from dire poverty, brutal exploitation and economic stagnation until 1950, when Communist troops "peacefully liberated" it.

Tibetan areas in China have been largely closed to foreign reporters, making an independent assessment of the situation there impossible.

Chinese police arrested a Tibetan man last week for allegedly encouraging a monk to burn himself to death, as part of a new tactic to discourage suicide protests against Chinese rule.

FIFA warns Brazil against delays in WCup prep

By Anthony Boadle

updated 6:18 p.m. ET Jan. 28, 2013

BRASILIA (Reuters) - With just 500 days to go until the 2014 World Cup kicks off in Brazil, soccer's world governing body FIFA warned that the hosts cannot afford any further delays in getting their venues ready.

The global soccer tournament, followed by the Olympic Games in Rio de Janeiro two years later, will test Brazil's aspiration to become a developed nation. But delays in building stadiums and preparing hotels and airports to receive more than half a million soccer fans could turn the event into an embarrassment.

In June Brazil will host the eight-nation Confederations Cup, a dress rehearsal for the World Cup.

FIFA has twice agreed to push back the handover deadline of four of the six stadiums to be used in the Confederations Cup and FIFA general secretary Jerome Valcke warned on Monday that there will be no further extension beyond the April 15 delivery date.

"We cannot go beyond this date. There cannot be any further delays. All the stadiums must be ready by then," Valcke said after inspecting work on the new Man? Garrincha stadium in Brasilia, where Japan play Brazil on June 15 in the opening game of the Confederations Cup.

Despite the warning, the giant Maracana stadium which will host the finals of both the Confederations Cup and the World Cup will not meet FIFA's deadline as its owner, the state government of Rio, has already said it will not be ready until the end of May.

The Man? Garrincha stadium in Brasilia is 87 percent complete and builders are working round the clock to erect steel trestles that will hold up the roof covering 70,000 seats at the second largest of the 12 stadiums to be used in the World Cup.

Even at completed venues there is still work to be done.

Valcke could not make any calls on his cell phone at the Arena Castelao in the northern city of Fortaleza, where the first of Brazil's 2014 World Cup stadiums to be ready held its first matches on Sunday.

The FIFA official signed an agreement with Brazil's communications ministry on Monday committing Brazil to add cell phone antennas and other communication systems around the 12 World Cup stadiums.

"There will be a 4G level of communication all around the country," Valcke told reporters, before leaving Brasilia for Salvador, where the Fonte Nova stadium is 90 percent complete.

There are still concerns about the Recife stadium, which is 83.6 percent complete according to contractor Odebrecht, and the Maracana is only 80 percent ready and the furthest behind schedule.

Maracana should have reopened in February after its $450 million renovation but delays have forced a postponement.

Venue of the 1950 World Cup final, in which Uruguay upset hosts Brazil in an unforgettable decider, Maracana was once the world's largest stadium packing crowds of up to 200,000 people.

The upgraded stadium, with a reduced capacity of 76,000 spectators, is due to reopen on June 2 with a friendly between Brazil and England.

A nightclub fire that killed 231 people in southern Brazil on Sunday raised security concerns in Brazilian sporting venues but Valcke rejected any connection to soccer.

"It has nothing to do with football, nothing to do with stadiums," he said. FIFA and Brazil will train security staff to make sure venues can be evacuated "in less than a few minutes," Valcke said.

Tips To Get The Best Payday Loans Available

Even though you may carefully budget your money and try to save up, sometimes there can be an unexpected incident that requires money quickly. Whether an accident happens or your bill is much higher than normal, you never know when this can happen. Read this article for tips on using payday loans wisely.

If you are applying for a payday loan online, make sure that you call and speak with an agent before entering any information into the site. Many scammers pretend to be payday loan agencies in order to get your money, so you want to make sure that you can reach an actual person.

When considering a payday loan, be sure that the lender is up-front about their payback requirements. A reputable company will offer you good advice and inform you of the importance of paying the loan back on time. A poor choice would be a business that offers a rollover loan as a good alternative in case you cannot pay back the original loan.

One key tip for anyone looking to take out a payday loan is not to accept the first offer you get. Payday loans are not all the same and while they generally have horrible interest rates, there are some that are better than others. See what types of offers you can get and then choose the best one.

Watch out for payday loan offers that appear too good to really be true. Most of the time, they are. These include no credit check offerings and same-day options. While, more often than not, they will come through with what they are offering, they balance it out with a much higher interest rate. So you are paying more for their special offer opportunity.

If you want to have some extra money for something like a new jacket or a nice dinner, you should wait until you get paid and avoid taking out a payday loan. While it may be tempting to get quick money, the amount you have to pay back will make it all not worth it.

Write down your payment due dates. After you get the payday loan, you will have to pay it back, or at least make a payment. Even if you forget when a payment date is, the company will attempt to withdrawal the amount from your bank account. Writing down the dates will help you remember, so that you have no problems with your bank.

Although you should never use payday loans as a default each month, they can be of great convenience to you if you are in a tight spot. Having a steady paycheck is required, but this can be a great way to pay an urgent cost if you cannot wait until you are paid!

Sand Hill Road?s True Belieber

bieber-1Scott Hartley, a venture capitalist at Mohr Davidow, decided to completely overhaul his investment strategy today after returning from a trip to New York. Hartley, who is originally from Palo Alto, spent a few days in New York for meetings and an interview on Bloomberg TV. When he unlocked his Sand Hill Road office today, he found that his colleague Abhas Gupta had cheerfully Bieberized his new desk on the other side of Mohr Davidow?s office. While at first he was shocked, with a little reflection, it sunk in that the mobile-social wave is over, and that while enterprise is cool, the next wave of disruption is Bieber. “I have a belief that ‘Tech is a Horizontal Enablement Layer‘ that disrupts traditional verticals,” he said. “First, we saw this with the Internet in the 90s, then with mobile as a dominant form factor, and social as a proxy toward authenticity. We believe that the next wave will include Bieber, and we are well positioned in this space.” His colleagues and the firm’s LPs, while stunned by this sudden pivot, were understanding and said they felt confident in Hartley’s abilities to identify the very best early-stage teams in this new Bieberification wave. “The question is how will Bieber disrupt traditional verticals,” he said. “We’re investors in RockHealth, pioneers in the digital health category, and we’re actively seeking opportunities in the vertical disruption Bieber is applying on Sand Hill Road.” He’s now working on partnering with Y-Bieber-cubator to source deal flow on companies that have evidence of Bieber-gagement and Bieber-tention. He added: If I was your VC, I?d never let you go I can scale you places you ain?t never been before Baby take a chance or you?ll never ever know I got money in my hands that I?d really like to blow Swag swag swag, on you

The dung beetle as celestial navigator

Only humans, birds, and seals are known to navigate using stars. But the dung beetle does use the Milky Way to chart its path, say scientists.

By Joseph Castro,?LiveScience.com / January 25, 2013

Dung beetles have been shown to use the Milky Way to navigate.Researchers have known for several years that the inch-long insects use the sun or moon as fixed points to ensure they keep rolling dung balls in a straight line - the quickest way of getting away from other beetles at the dung heap. Pictured here, a South African dung beetle.

Despite having tiny brains, dung beetles are surprisingly decent navigators, able to follow straight paths as they roll poo balls they've collected away from a dung source. But it seems the insects' abilities are more remarkable than previously believed. Like ancient seafarers, dung beetles can navigate using the starry sky and the glow from the Milky Way, new research shows.

"This is the first time where we see animals using the Milky Way for orientation," said lead researcher Marie Dacke, a biologist at Lund University in Sweden. "It's also the first time we see that insects can use the stars."

After locating a fresh pile of feces, dung beetles will often collect and roll away a large piece of spherical dung. Last year, Dacke and her colleagues discovered the beetles climb on their dung balls and dance around in circles before taking off. This dance is not one of joy, however; the insects are checking out the sky to get their bearings.

"The dorsal (upper) parts of the dung beetles' eyes are specialized to be able to analyze the direction of light polarization ? the direction that light vibrates in," Dacke told LiveScience. So when a beetle looks up, it's taking in the sun, the moon and the pattern of ambient polarized light. These celestial cues help the beetle avoid accidentally circling back to the poo pile, where other beetles may try to steal its food, Dacke said. [Photos of Dung Beetles Dancing on Poop Balls]

In addition to these cues, Dacke and her team wondered if dung beetles can use stars for navigation, just as birds, seals and humans do. After all, they reasoned, dung beetles can somehow keep straight on clear, moonless nights.

To find out, the researchers timed how long dung beetles of the species Scarabaeus satyrus took to cross a circular arena with high walls blocking views of treetops and other landmarks. They tested the insects in South Africa under a moonlit sky, a moonless sky and an overcast sky. In some trials, the beetles were fitted with cardboard caps, which kept their eyes to the ground. Overall, the beetles had a difficult time traveling straight and took significantly longer to cross the arena if caps or clouds obstructed their view of the sky.

Economists feeling more optimistic about 2013

15 min.

Economists are increasingly optimistic about growth in the year ahead with hiring expected to pick up in coming months.?

A quarterly survey by the National Association for Business Economists released Monday shows half of the economists polled now expect real gross domestic product ? the value of all goods and services produced in the United States ? to grow between 2 and 4 percent in 2013. That's up from 36 percent of respondents who felt the same way three months earlier.?

About half expect sluggish or negative performance, down from 65 percent in October.?

The latest survey was conducted between Dec. 20 and Jan. 8 and asked 65 economists and others who use economics in the workplace about conditions at their firms or industries. It found that 34 percent of firms now expect to expand their payrolls in the next six months, the highest percentage since April of last year. Meanwhile, 2 percent said they expect their companies to cut payrolls through layoffs, while 14 percent see payrolls trimmed through attrition.?

A quarter of respondents also said employment grew at their firms in the fourth quarter, which is comparable to the levels seen in the first half of 2012. The same percentage also reported a rise in wages at their firms in the final three months of the year, up 10 percentage points from the last survey.?

Overall sales growth was stable in the fourth quarter with results mixed across industries. For instance, growth slowed in the services, finance, insurance and real estate sectors, but rose in the transportation, utilities, information and communications sectors.?

Timothy Gill, chair of NABE's survey committee and director of economics at the National Electrical Manufacturers Association, noted that sales growth was stable despite "widespread uncertainty surrounding the potential impact of the fiscal cliff."?

The "fiscal cliff" refers to the steep tax hikes and spending cuts that were to take effect Jan. 1 unless the White House and Congress reached an agreement to avoid them. The survey found that 27 percent of respondents postponed at least some hiring and capital spending during the quarter as a result, while 72 percent said the issue didn't affect hiring.?

Despite stable sales growth, survey respondents noted that profit margins deteriorated in the fourth quarter, with 25 percent saying their margins increased, down from 27 percent in October. On the flipside, 18 percent reported declining profit margins, compared with 15 percent a year ago. Over the next three months slightly more than a third said they expect primary non-labor costs to rise. That's down from 43 percent in the previous survey.?

Expectations for capital spending over the next year weakened from the last survey. Only 40 percent expect their firms to grow capital spending, down from 52 percent.?

For consumers, the survey suggests modest inflation could be in the works, with two-fifths of respondents ? the highest share over the past year ? saying they expect prices to rise in coming months. Most of those expecting hike prices think the increases will be less than 5 percent.?

African forces to take over Mali job: Hollande

PARIS (Reuters) - French President Francois Hollande said on Monday it would be up to African forces to tackle Islamist rebels in the northern part of Mali once the main towns in the region were retaken.

At a news conference in Paris, Hollande said "we are in the process of winning the battle" but acknowledged the harder part was still to come and that it would largely be a task for Malian and African forces.

After retaking several cities, including the northern town of Gao at the weekend, French and Malian troops sealed off the fabled desert town of Timbuktu on Monday after Islamists, who had taken control early last year, fled a French-led offensive.

Hollande said French troops would take a step back once the job of retaking key towns was complete.

"Then the Africans can take over the baton," Hollande said.

"They are the ones who will go into the northern part, which we know is the most difficult because that's where the terrorists are hiding."

In the face of a two-week-old French-Malian counter-attack, rebels have pulled back into the Saharan desert and mountains.

Military experts fear they could carry on a gruelling hit-and-run guerrilla war against the government from there.

Hollande sent French fighter jets to Mali on January 11 and now have around 3,500 troops on the ground. There are a further 1,900 soldiers as part of the growing pan-African force.

As French and Malian troops push into northern Mali, African troops from a U.N.-backed continental intervention force expected to number 7,700 are being flown into the country.

"It's up to the Africans to permit Mali to restore its territorial integrity," Hollande told a news conference.

"Once territorial integrity is restored the French will only stay to train and direct. Just as we went into action rapidly, we will draw back to the starting points."

A third northern town, the Tuareg seat of Kidal, in Mali's rugged and remote northeast, remains in rebel hands.

DIY Stove Made from a Paint Cain, Toilet Paper, and Rubbing Alcohol Keeps Your Warm in an Emergency

DIY Stove Made from a Paint Can, Toilet Paper, and Rubbing Alcohol Keeps You Warm in an EmergencyIf you're worried about car trouble keeping you stranded overnight in freezing weather you can create an easy and nearly free heat source by adding a roll of toilet paper to a new quart paint can and pouring a bottle of rubbing alcohol over the TP.

Emergency preparedness weblog Prepared Not Scared also notes that you can place the quart-sized heater inside a new gallon paint can with holes punched in the gallon can so it can serve as a pot stand to cook on the smaller stove. This works well as you can fit the smaller stove, matches, and other accessories in the larger perforated gallon can and have a ready-to-go kit when needed. To use, just pour the alcohol over the TP, wait a few minutes for it to be absorbed, and then light the stove using a lighter or match. It will burn for a couple of hours and can provide life-saving heat in an emergency situation, but if using in an enclosed space make sure you have some ventilation to avoid carbon monoxide buildup. For a total project price of around five bucks, you may want to consider keeping one in your car trunk.

This week's good reads include a day in Kenya's bustling Kibera slum, the struggle to promote democracy in the Arab world, and a radical conservation theory in the Netherlands.

The image of an African shantytown does not usually conjure up hope for economic prosperity. But Kibera, one of Nairobi?s slums and arguably Africa?s largest slum, is exactly that for the Kenyans who call it home. In The Economist, a writer chronicled a day in Kibera, describing the slum?s ebbs and flows, capturing its entrepreneurial spirit. People from all over Kenya leave their towns and villages for a chance to find work in Kibera?s ?thriving economic machine.?

The half-mile-by-two-mile area accommodates roughly 1 million people, wedged together in repurposed wood-and-corrugated-tin-roof structures. The alleys that wind through the slum vary in size, but there is no room for cars. Many of the residents work in nearby factories or offices. Others find economic opportunity in providing goods and services for Kibera?s residents.

When Cecilia Achieng moved to the slum, she started a school, at first renting space from an empty church. She eventually saved enough money to build six makeshift classrooms. After school, Ms. Achieng starts her second job: catering. She caters church events, funerals, and is even trying to get into weddings. In the evening, Achieng goes door to door offering her services as a hairdresser.

?To equate slums with idleness and misery is to misunderstand them,? the correspondent writes. ?Slums are far from hopeless places; many are not where economic losers end up, but rather reservoirs of tomorrow?s winners.?

The promise of the Arab Spring

As post-Arab Spring countries struggle to establish democratic institutions, pessimism about their ultimate success misses a broader lesson: Stable democracies have historically evolved from violent uprisings, initial failures, and stumbling blocks.

?These troubles ... are not a bug but a feature ? not signs of problems with democracy but evidence of the difficult, messy process of political development through which societies purge themselves of the vestiges of dictatorship and construct new and better democratic orders,? writes Sheri Berman in Foreign Affairs.

Critics who see Egypt, Libya, and other transitioning countries as democratic failures ignore the inherited social, cultural, and political dynamics in these countries, and a broader historical perspective. New democracies are not blank slates, writes Ms. Berman. In the aftermath of overthrowing dictators, countries must overcome the baggage that comes with authoritarian regimes ? distrust, animosity, and lack of civil organizations to deal with people?s demands. Islamism is filling that void in Egypt after Hosni Mubarak?s fall as religious organizations were the only places where people could participate and express themselves.

At least 200 people have been injured. (AP Photo/Agencia RBS)

(AP) ? The bodies of the young college students were found piled up just inside the entrance of the Kiss nightclub, among more than 230 people who died in a cloud of toxic smoke after a blaze enveloped the crowded locale within seconds and set off a panic.

Hours later, the horrific chaos had transformed into a scene of tragic order, with row upon row of polished caskets of the dead lined up in the community gymnasium in the university city of Santa Maria. Many of the victims were under 20 years old, including some minors.

As the city in southern Brazil prepared to bury the 233 people killed in the conflagration caused by a band's pyrotechnic display, an early investigation into the tragedy revealed that security guards briefly prevented partygoers from leaving through the sole exit. And the bodies later heaped inside that doorway slowed firefighters trying to get in.

"It was terrible inside ? it was like one of those films of the Holocaust, bodies piled atop one another," said police inspector Sandro Meinerz. "We had to use trucks to remove them. It took about six hours to take the bodies away."

Survivors and another police inspector, Marcelo Arigony, said security guards briefly tried to block people from exiting the club. Brazilian bars routinely make patrons pay their entire tab at the end of the night before they are allowed to leave.

"It was chaotic and it doesn't seem to have been done in bad faith because several security guards also died," he told The Associated Press.

Later, firefighters responding to the blaze initially had trouble entering the club because "there was a barrier of bodies blocking the entrance," Guido Pedroso Melo, commander of the city's fire department, told the O Globo newspaper.

Police inspectors said they think the source of the blaze was a band's small pyrotechnics show. The fire broke out sometime before 3 a.m. Sunday and the fast-moving fire and toxic smoke created by burning foam sound insulation material on the ceiling engulfed the club within seconds.

Authorities said band members who were on the stage when the fire broke out later talked with police and confirmed they used pyrotechnics during their show.

Meinerz, who coordinated the investigation at the nightclub, said one band member died after escaping because he returned inside the burning building to save his accordion. The other band members escaped alive because they were the first to notice the fire.

The fire spread so fast inside the packed club that firefighters and ambulances could do little to stop it, survivor Luana Santos Silva told the Globo TV network.

"There was so much smoke and fire, it was complete panic, and it took a long time for people to get out, there were so many dead," she said.

Most victims died from smoke inhalation rather than burns. Many of the dead, about equally split between young men and women, were also found in the club's two bathrooms, where they fled apparently because the blinding smoke caused them to believe the doors were exits.

There were questions about the club's operating license. Police said it was in the process of being renewed, but it was not clear if it was illegal for the business to be open. A single entrance area about the size of five door spaces was used both as an entrance and an exit.

Family members of those killed walked around the gym in a daze Sunday evening, shuffling between caskets or holding one another and weeping as they identified loved ones and tried to make sense of what had happened.

Elaine Marques Goncalves lost her son Deivis in the fire. Another son who attended the college party at the nightclub, Gustavo, was barely alive after suffering two cardiac arrests caused by smoke inhalation.

She learned of the blaze after the mother of her sons' friends called her early Sunday.

"My boys were not home and I had no news. I turned on the TV ? the tragedy was all over the television," she said at the makeshift morgue. "All I knew was they had gone to a club, I didn't know which one. I kept saying: 'Where do I start? Where do I go?'"

Television images from the city of about 260,000 people showed black smoke billowing out of the nightclub as shirtless young men who attended a university party there joined firefighters using axes and sledgehammers to pound at the hot-pink exterior walls, trying to reach those trapped inside.

Bodies of the dead and injured were strewn in the street and panicked screams filled the air as medics tried to help. There was little to be done; officials said most of those who died were suffocated by smoke within minutes.

Within hours the community gym was a horror scene, with body after body lined up on the floor, partially covered with black plastic as family members identified kin.

Outside the gym police held up personal objects ? a black purse, a blue high-heeled shoe ? as people seeking information on loved ones crowded around, hoping not to recognize anything being shown them.

The gathering was a party organized by students from several academic departments from the Federal University of Santa Maria. Such organized university parties are common throughout Brazil.

Survivor Michele Pereira told the Folha de S. Paulo newspaper that she was near the stage when members of the band lit some sort of flare.

"The band that was onstage began to use flares and, suddenly, they stopped the show and pointed them upward," she said. "At that point, the ceiling caught fire. It was really weak, but in a matter of seconds it spread."

Guitarist Rodrigo Martins told Radio Gaucha that the band, Gurizada Fandangueira, started playing at 2:15 a.m. "and we had played around five songs when I looked up and noticed the roof was burning."

"It might have happened because of the Sputnik, the machine we use to create a luminous effect with sparks. It's harmless, we never had any trouble with it," he said. "When the fire started, a guard passed us a fire extinguisher, the singer tried to use it but it wasn't working."

He confirmed that accordion player Danilo Jacques, 28, died, while the five other members made it out safely.

Police Maj. Cleberson Braida Bastianello said by telephone that the toll had risen to 233 with the death of a hospitalized victim. He said earlier that the death toll was likely made worse because the nightclub appeared to have just one exit through which patrons could exit.

Federal Health Minister Alexandre Padhilha told a news conference that most of the 117 people treated in hospitals had been poisoned by gases they breathed during the fire. Only a few suffered serious burns, he said.

Most of the dead apparently were asphyxiated, according to Dr. Paulo Afonso Beltrame, a professor at the medical school of the Federal University of Santa Maria who went to the city's Caridade Hospital to help victims.

"Large amounts of toxic smoke quickly filled the room, and I would say that at least 90 percent of the victims died of asphyxiation," Beltrame told the AP.

Sunday's fire appeared to be the worst at a nightclub since December 2000, when a welding accident reportedly set off a fire at a club in Luoyang, China, killing 309.

Similar circumstances led to a 2003 nightclub fire that killed 100 people in the United States. Pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling of a Rhode Island music venue.

NVIDIA's GeForce Experience gaming tune-up reaches open beta

NVIDIA GeForce Experience beta

NVIDIA wants to take the mystery out of gaming performance through its GeForce Experience. It's been hard to appreciate that when the app has been in closed testing for well over a month, however -- so it's good news that the company just recently opened the beta program to everyone. Along with bringing faster and better-looking graphics to the PC gaming masses, the public version widens the optimizations to include Core 2 processors, 2,560 x 1,440 displays and games like Far Cry 3 and Mechwarrior Online. There's no word yet on when the app will reach its finished form, although we hope it's sooner rather than later when Project Shield's remote PC game streaming will depend on GeForce Experience to run. For now, players running Windows can grab the beta at the source link.

Map locates Santa Maria, Brazil

(AP) ? A fast-moving fire roared through a crowded nightclub in southern Brazil early Sunday, within seconds filling the space with flames and a thick, toxic smoke that killed more than 230 panicked partygoers who gasped for breath and fought in a stampede to escape.

It appeared to be the world's deadliest nightclub fire in more than a decade.

Firefighters responding to the blaze at first had trouble getting inside the Kiss nightclub because bodies partially blocked the club's entryway.

Witnesses said a flare or firework lit by band members started the blaze in Santa Maria, a university city of about 260,000 people. Officials at a news conference said the cause was still under investigation ? though police inspector Sandro Meinerz told the Agencia Estado news agency the band was to blame for a pyrotechnics show and that manslaughter charges could be filed.

Television images showed black smoke billowing out of the Kiss nightclub as shirtless young men who had attended a university party joined firefighters using axes and sledgehammers to pound at windows and hot-pink exterior walls to free those trapped inside.

Bodies of the dead and injured were strewn in the street and panicked screams filled the air as medics tried to help. There was little to be done; officials said most of those who died were suffocated by smoke within minutes.

Within hours a community gym was a horror scene, with body after body lined up on the floor, partially covered with black plastic as family members identified kin.

Outside the gym police held up personal objects ? a black purse, a blue high-heeled shoe ? as people seeking information on loved ones looked crowded around, hoping not to recognize anything being shown them.

Guido Pedroso Melo, commander of the city's fire department, told the O Globo newspaper that firefighters had a hard time getting inside the club because "there was a barrier of bodies blocking the entrance."

Teenagers sprinted from the scene after the fire began, desperately seeking help. Others carried injured and burned friends away in their arms. Many of the victims were under 20 years old, including some minors.

"There was so much smoke and fire, it was complete panic, and it took a long time for people to get out, there were so many dead," survivor Luana Santos Silva told the Globo TV network.

The fire spread so fast inside the packed club that firefighters and ambulances could do little to stop it, Silva said.

Another survivor, Michele Pereira, told the Folha de S. Paulo newspaper that she was near the stage when members of the band lit flares that started the conflagration.

"and we had played around five songs when I looked up and noticed the roof was burning"

"It might have happened because of the Sputnik, the machine we use to create a luminous effect with sparks. It's harmless, we never had any trouble with it.

"When the fire started, a guard passed us a fire extinguisher, the singer tried to use it but it wasn't working"

Survivors said security guards briefly tried to block people from exiting the club. Brazilian bars routinely make patrons pay their entire tab at the end of the night before they are allowed to leave.

Officials earlier counted 232 bodies that had been brought for identification to a gymnasium in Santa Maria, which is located at the southern tip of Brazil, near the borders with Argentina and Uruguay.

Federal Health Minister Alexandre Padhilha told a news conference that most of the 117 people treated in hospitals had been poisoned by gases they breathed during the fire. Only a few suffered serious burns, he said.

Brazil President Dilma Rousseff arrived to visit the injured after cutting short her trip to a Latin American-European summit in Chile.

"It is a tragedy for all of us," Rousseff said.

Most of the dead apparently were asphyxiated, according to Dr. Paulo Afonso Beltrame, a professor at the medical school of the Federal University of Santa Maria who went to the city's Caridade Hospital to help victims.

Beltrame said he was told the club had been filled far beyond its capacity during a party for students at the university's agronomy department.

Survivors, police and firefighters gave the same account of a band member setting the ceiling's soundproofing ablaze, he said.

"Large amounts of toxic smoke quickly filled the room, and I would say that at least 90 percent of the victims died of asphyxiation," Beltrame told The Associated Press by telephone.

"The toxic smoke made people lose their sense of direction so they were unable to find their way to the exit. At least 50 bodies were found inside a bathroom. Apparently they confused the bathroom door with the exit door."

In the hospital, the doctor "saw desperate friends and relatives walking and running down the corridors looking for information," he said, calling it "one of the saddest scenes I have ever witnessed."

Rodrigo Moura, identified by the newspaper Diario de Santa Maria as a security guard at the club, said it was at its maximum capacity of between 1,000 and 2,000, and partygoers were pushing and shoving to escape.

Santa Maria Mayor Cezar Schirmer declared a 30-day mourning period, and Tarso Genro, the governor of the southern state of Rio Grande do Sul, said officials were investigating the cause of the disaster.

The blaze was the deadliest in Brazil since at least 1961, when a fire that swept through a circus killed 503 people in Niteroi, Rio de Janeiro.

Sunday's fire also appeared to be the worst at a nightclub since December 2000, when a welding accident reportedly set off a fire at a club in Luoyang, China, killing 309.

In 2004, at least 194 people died in a fire at an overcrowded nightclub in Buenos Aires, Argentina. Seven members of a band were sentenced to prison for starting the flames.

A blaze at the Lame Horse nightclub in Perm, Russia, killed 152 people in December 2009 after an indoor fireworks display ignited a plastic ceiling decorated with branches.

Similar circumstances led to a 2003 nightclub fire that killed 100 people in the United States. Pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling of a Rhode Island music venue.

The band performing in Santa Maria, Gurizada Fandangueira, plays a driving mixture of local Brazilian country music styles. Guitarist Martin told Radio Gaucha the musicians are already seeing hostile messages.

"People on the social networks are saying we have to pay for what happened," he said. "I'm afraid there could be retaliation".

Healthy Brunch: 12 Lighter Versions Of Classic Weekend Eats

  • Omelets

People who opt for eggs in the morning have a leg up on bagel and cereal eaters -- <a href="http://www.womenshealthmag.com/nutrition/benefits-of-eggs">eggs will keep you full for longer</a> than those empty carbs. Still, it's a smart idea to opt for omelets made mostly from egg <em>whites</em>, says Forberg, with "maybe one whole egg for the yolk texture and flavor." (A good rule of thumb is a 3 to 1 ratio of egg whites to egg yolks, adds Bauer.) A make-your-own omelet is your best bet, says Foung, since you control what gets tossed into the mix. "Stick to fresh additions (like tomatoes, avocado and herbs) and steer clear of cured meats and items like spinach and even mushrooms that can get cooked in salted water or butter before hitting the eggs." If cooking for yourself at home, go for whatever fresh veggies you prefer, says Forberg, and try adding "a little crumble of goat cheese or a dusting of Parmesan."

  • French Toast

If you're in the mood for French toast, there's little on the menu that will satisfy your craving in a healthier way. Just stick to one slice -- and opt for whole grain bread if it's on the menu, says Forberg. Go easy on the syrup and order a side of lean protein like eggs or Canadian Bacon and fresh fruit. "Just don't eat <em>only</em> a stack of buttery, syrup-drenched French toast," she says. When making your own batch at home, opt for whole wheat bread or even Ezekial sprouted bread, says Bauer, for some extra fiber and protein.

  • Pancakes And Waffles

These bready goodies are also hard to makeover in the restaurant setting, so make sure portion sizes are reasonable and eat them with a lean protein and fresh fruit. If you're cooking them up at home, try going whole grain. "Whole grain flours have so much more texture and flavor," says Forberg. Or, says Bauer, try oatmeal pancakes. She offers this recipe: "Take a package of plain instant oatmeal, mix with four egg whites, a sprinkle of cinnamon and two tablespoons of whipped cottage cheese. Pour into a skillet to create whatever size pancake pleases you and cook until bubbles form on top. Turn and cook until done."

  • Bloody Marys

The standard for anyone who believes in the hair of the dog approach, a Bloody Mary, while, yes, containing vegetables, can also pack <a href="http://www.fitsugar.com/Brunch-Beverage-Breakdown-200477">up to 300 calories</a>. Not to mention all that salt. "Prepared vegetable juices are <em>loaded</em> with sodium," says Foung, "so your best bet here is to make the veggie juice at home and spice it up yourself." She recommends using a veggie with natural sodium, like <a href="http://nutritiondata.self.com/facts/vegetables-and-vegetable-products/2348/2">beets</a>. If you've got a real hankering, at the very least stick to just one.

  • Muffins

Is it because sometimes they're made from oat bran? Or stuffed with fruit? Whatever the reason, muffins have developed a health halo they don't entirely deserve. Truth is, many have <a href="https://www.dunkindonuts.com/content/dunkindonuts/en/menu/nutrition/nutrition_catalog.html?filt_type=Bakery&nutrition_catalog_hidden=0&nutrition_catalog_needType=Food&nutrition_catalog_selPage=1&nutrition_catalog_perPage=100">more calories, fat <em>and</em> sugar than donuts</a>, so stick to small ones. The perfect portion is about the <a href="http://www.thatsfit.com/2009/12/03/portion-size/">size of a lightbulb</a>.

  • Eggs Benedict

The components in this classic dish add up to trouble. "Opt for untraditional versions," says Foung, "like Eggs Florentine or other kinds that swap things like tomatoes, spinach and other veggies for the bread and ham." And think about what you can eliminate completely. Half of the English muffin will do, says Forberg. "And do you <em>really</em> need the Hollandaise sauce?"

  • Hash Browns And Home Fries

Be aware, says Foung, that if your favorite brunch spot uses packaged potatoes, those spuds may already be seasoned (read: high in sodium) -- before the chef adds even a touch of salt. "Always ask if they make them fresh," she says. Even if they do, fried spuds won't give your brunch much of a nutritional boost. "We already have enough carbs in our breakfasts without adding potatoes," says Forberg. However, you can up the health factor at home by swapping in a sweet potato or yam, says Bauer, and going easy on the oil. She swears by the following: "Heat three tablespoons olive oil in a large frying pan on medium high heat. Add one pound grated yams, spreading them out along the bottom of the pan. Sprinkle some salt and pepper on the yams. After a few minutes, flip the yams over all at once, with the help of a large spatula. Continue to cook until they are golden brown on the bottom."

  • Bagels

If you're not careful, a bagel and a schmear can run you <a href="http://www.huffingtonpost.com/2012/10/11/healthy-breakfast-ideas_n_1956560.html#slide=1628781">upwards of 400 calories</a> -- with little to offer nutritionally. Plus, the bagel itself can be surprisingly high in sodium -- before toppings. Opt for a half instead, says Foung, and to keep sodium in check, spread on unsalted butter, jam or avocado and top with fresh veggies instead of smoked salmon or bacon.

  • Sausage

The key to a healthier breakfast sausage is to keep it lean, says Forberg. These days, many restaurants have a chicken or turkey option, which can have <a href="http://blog.foodnetwork.com/healthyeats/2012/03/30/chicken-and-turkey-sausage-a-healthy-choice/"><em>half</em> the calories and a <em>quarter</em> of the fat of pork varieties</a>.

  • Oatmeal

While <a href="http://www.huffingtonpost.com/2012/11/27/best-top-foods-heart-health_n_2200473.html#slide=1810997">oats</a> are certainly part of a healthy brunch, restaurant oatmeal is often <a href="http://www.foodnetwork.com/recipes/food-network-kitchens/creamy-oatmeal-recipe/index.html">made with cream</a> or sugary toppings and mix-ins. Foung suggests asking your server how the house oatmeal is prepared -- and asking them to make it with water instead. If you're cooking up a bowl at home, stay away from instant varieties or anything that comes already flavored. Old-fashioned or steel cut oats boast the most fiber, Forberg says, and won't have that added sugar. Bauer has a heart-healthy recipe that's big on flavor thanks to chopped nuts and cinnamon without adding sugar: Ingredients 1 cup whole grain oats, aka Irish oats 4 cups unsweetened almond milk 1 pinch sea salt 1/3 cup shredded coconut 1/3 chopped nuts (almond, pecan, walnuts) Cinnamon to taste Directions Wash the oats under cold water and drain. Place them in a pot over high heat. Add the water and bring it to a boil. Add the salt and lower the heat to simmer for 45 minutes uncovered. Stir frequently to avoid the oats sticking to the bottom. When it?s done add the nuts and coconut, stir well and serve. Sprinkle some cinnamon to taste.

  • Yogurt With Fruit And Granola

While it might jump off the menu as the healthiest choice, a restaurant parfait could be deceiving. Granola can be sneakily high in fat, and yogurt is likely to be loaded with sugar. However, Foung points out, it's a great low-sodium choice. For twice the protein and half the carbs, pick Greek yogurt for homemade parfaits, says Forberg. "Buy it plain and add your own fresh fruit," say suggests. "Otherwise you're paying for unnecessary sugar and calories."

  • Orange Juice

While a glass of OJ gets a healthy rep for being "practically" fruit, juices pack all the calories of fruit but without the filling fiber, meaning it won't do anything to quench your hunger. Plus, if you're tempted to order a glass in the name of flu protection, know that <a href="http://www.sciencedaily.com/releases/2007/07/070718002136.htm">vitamin C isn't all its cracked up to be</a> when it comes to staving off germs. "It's okay now and then," says Forberg. "But I'd rather see you eat a whole orange!"

3 Things to Help You Burn More Calories, Get Leaner and Become Stronger

There are so many trends that come and go.? Fitness professionals relish in the absurdity of products like the shake weight, slender bottom toner and the Hawaii chair.? There are numerous jokes that can be made about them and I believe if it wasn't for their clear sexual overtones, they would not have even had a chance on TV.? You would think the creators double as comedy writers for SNL. ?Unfortunately, these ridiculous fitness products distract consumers who really need help losing weight and gaining strength.?

Three of the most useful products on the market to help you achieve a leaner you, are below.? Of course, I can name many more that are a good use of money.? But right now these three items are helping my clients get to their goals quicker. ? Those with the most weight loss and body transformation are involved in a regular workout regiment that includes mostly interval training, comprised of ?weights, high intensity and core training.

Isagenix sells a wide variety of healthy protein shakes and? supplements that are gaining a lot of attention in the Chicago-land area? It offers a healthy maintenance program (which I follow) and several weight loss and cleanse options.? Their cleanse is not a diuretic and their protein is gluten free and organic certified (there is even a kosher line). ? It is the most superior protein shake (with optional supplements) that I have encountered as a fitness professional.? My clients have been very successful using various products losing weight and ?inches (and keeping it off).? Please note that I currently sell this product and serve as s consultant getting people on the right program along with their current fitness goals.

Fuelband by Nike got a lot of attention last year.? This tool has a cool design which is great because you do not mind wearing it with professional clothing. ?It assists with your weight loss endeavors.? It tracks your daily fitness efforts.? It keeps you informed to the minute of the amount of calories you are burning and how close you are to your goals.? You do not need to log into a site or download anything.? It keeps your 'fuel points'? displayed on your wrist band, along with the time.? You set up your goals online and have the option to join friends using it as well.

Weighted vests are becoming a popular. ?They are an easy way to add an extra challenge to any type of exercise.? They can be purchased with 10-80 pounds.? With the popularity of GORUCKS and even Cross Fit, more and more people are using weighted vests to add a functional aspect to their training.? They are ideal for those who love to hike or want to add intensity to basic body weight exercises like pushups and pull-ups. ? Most styles feature removable weights and the ability to adjust for various size bodies. Unlike the backpacks, the weight is distributed throughout the vest, which I believe will reduce lower back problems.

TurboTax Deluxe Online (Tax Year 2012)

Personal tax-preparation software is entering the same evolutionary stage that small business accounting software has already experienced. Developers have just about maxed out the sites' actual financial processing tools and are focusing on two primary areas: their help systems and their mobile apps. Last year's Editor's Choice winner, TurboTax, is no exception.

We reviewed the Deluxe version of TurboTax this year, as we did with competitors, rather than the Premier version we looked at for the 2011 tax year. Why? TurboTax Premier and TurboTax Home & Business cost more because they incorporate more sophisticated help in the areas of investments/rental property and small business respectively. But you can still enter some tax data in all of those areas in Deluxe. And unless your needs are particularly complex (for example, you need to create W2s or 1099s for employees or contractors) or you simply want the additional assistance, you'll save a lot of money.

Intuit's biggest news about its family of personal tax preparation sites (there are Free and Basic versions, in addition to those already mentioned) comes in two areas. First, Intuit is focusing on the members of the U.S. military by offering a special version for them: TurboTax Military Edition, free for junior enlisted personnel (E1-E5) until February 14, 2013. And product support has been expanded. Intuit has hired more tax professionals to handle the free phone and chat lines, and it has made audit assistance a year-round function.

    Few Internal Changes
Like its competitors, TurboTax Deluxe Online provides an easy-to-use framework for completing the 1040 and the most commonly-used accompanying forms and schedules (A, B, C, D, 1040-ES, 1098, 1099-INT, etc.). State versions pull in relevant information from the federal forms and elicit additional data.

All personal tax-preparation software sites have worked in a similar fashion for many years. Rather than filling in fields on graphical representations of the IRS forms themselves, you'll use a wizard-like process to advance through all of the issues required for your specific situation. The site will pose questions or options, and you'll respond by providing answers in fields and checking boxes and selecting options from lists.

All calculations are performed by the site itself and guaranteed by their publishers. When you're done, your online tax-preparation site reviews your return for errors and omissions, and lets you print it or file it electronically.

    Help Easier, Harder to Find
While TaxCut and eSmart Tax have improved support systems this year, the help provided by TurboTax is overall more accessible, clearer and more context-sensitive. Through the interview process, explanatory text often accompanies the questions. You can also click on hyperlinked terms or phrases?or the "Learn More" link?to open a window with more thorough, very clearly-written clarifications.

If that isn't enough, you can open a new window via an icon marked "See More Help," which displays questions and answers from the TurboTax Community of users and experts. Community Q&As also appear at the bottom on each query screen (you can hide this). This a welcome departure from last year, when this was included in a vertical pane to the right of the working area

Gone, too, is the big button that says, "Get Expert Help." It was only after I'd entered a search term and read through the answer that I saw a "Contact Us" button. I still had to enter personal contact information and the question itself before I found information about the free phone and chat help. Intuit may be offering this free, but they're not shouting it from the rooftops within the site.

The Help Center itself looks different from last year's version. It's been rearranged a bit, and there is a section at the top of the search results that says, "Recommended Answers." The latter welcome, since searches can sometimes bring up dozens or hundreds of responses.

Overall, I found that the clear, simple but thorough explanations included within the interview process, the "Learn more..." links and hyperlinked phrases, were the most helpful. It can take time to find an answer to your question in the community, and even then, an expert may not have answered it. And if you don't find what you're looking for within the Recommended Answer section, you may have to scroll through a lot unrelated links.

    A Familiar Face
TurboTax Deluxe Online's guidance links are more understated than they used to be. They're quieter and more sedate, minus some of the bright colors and graphics that adorned them before. A vertical navigation pane runs along the left side; it contains a tree-like menu of the site's primary sections. You can click on any of them to jump to a specific page. Above that is a box that tells you what your current tax obligation is at that point?whether you owe or are owed.

Simple, low-key links at the upper right of each screen take you to "Flags" (notes you make to yourself on specific pages that remind you you're missing some data); Tools (additional navigation and search aids) a print utility; the Help Center; and a Save & Exit link. You can also execute a quick search from a box in the upper right. All competitors have similar features.

This new, austere look carries throughout the site. Like H&R Block did awhile back with its personal tax preparation products, Intuit has turned down the noise to simplify?and, hopefully, streamline?the cloud-based process. This will accelerate your journey through the 1040 and its assorted forms and schedules for the 2012 tax year. Whether it's better or not is a personal preference. Personally, I miss some of the old flash.

    The Best of the Bunch
If you have a very simple tax situation or a more complex one that won't require much guidance, you should explore TaxACT's free version. If you think you may want to bail partway through and get professional help, you might consider H&R Block At Home Deluxe Online. But if you want the best experience overall as you endure the annual chore of personal tax preparation, TurboTax Deluxe Online should be your choice. It's the best virtual tax advisor in this group.
